On November 21, 2006, the African Capacity Building Foundation (ACBF) signed a Grant Agreement of US$ 1 million with the Government of the Democratic Republic of São Tomé and Principe at the ACBF Secretariat, in Harare, Zimbabwe. The Grant, to be disbursed over a four-year period, will support the “Centre de Recherche et d’Analyse des Politiques de Développement de São Tomé et Principe (CEPOD-STP)” [Center for Policy Development Research and Analysis of São Tomé and Principe]. The project aims at building the capacity of government institutions, particularly the Ministry of Planning and Finance and the National Assembly, in economic policy analysis, management, review and oversight in order to consolidate on-going reform processes and improve governance. In his opening statement, Dr. Soumana Sako, the Executive Secretary of ACBF, emphasized the role of the public sector in addressing the challenges of sustained growth and poverty reduction in Sub-Saharan Africa. With the emergence of new challenges associated with the forthcoming oil production in São Tomé and Principe, he underscored the importance of transparency in the management of resulting oil revenue to avoid the pitfalls experienced by many oil-producing African countries. In this regard, he commended the Government’s approval of the oil legislation, the Petroleum Revenue Management Law that would ensure prudent policy making geared towards the eradication of poverty. He indicated that the CEPOD-STP project would contribute in addressing some of the Government’s capacity deficit in terms of policymaking, oil resource management, and the implementation of its PRSP. He further announced ACBF’s plan to support Lusophone African countries through the PALOP (Macroeconomic and Financial Management Institute for Portuguese speaking African countries) project, which will be based in Angola and for which a grant agreement is scheduled for signature in December 2006. Speaking at the signing ceremony, H.E. Mrs. Maria Santa Tebus Torres, Vice Prime Minister and Minister of Planning and Finance of the Democratic Republic of São Tomé and Principe thanked ACBF for the support that would contribute to alleviate poverty and other constraints that are persistent since colonial times. She indicated the centrality of effective capacity building, policy design, analysis, formulation and implementation, which prompted her government to call upon the ACBF for support. She added that the design, management, and monitoring of economic policies are crucial to achieve efficient governance, modernized and improved financial systems and implement the national plan for poverty reduction. The CEPOD-STP project was designed by ACBF at the request of the Government of São Tomé and Principe. The project is expected to enhance the country’s governance and accountability in policy development, implementation and effectiveness. It also would contribute to improving parliamentarians’ capacity to perform economic oversight, review of economic legislation and monitoring of policy implementation; engage civil society to contribute for an effective state; and provide platforms for policy consultations, design, management and oversight. The cooperation between ACBF and the Government of the Democratic Republic of São Tomé and Principe started in 2000 with the funding by the Foundation of 2 projects in São Tomé and Principe: “Project de renforcement des capacités de lutte contre la pauvreté (PRESCAP)” [Poverty Reduction Capacity Bilding Project] and “Projet d’appui au point focal pour le renforcement des capacités [Focal Point Support for Capacity Building]. The Foundation’s support to CEPOD-STP, which builds upon PRESCAP achievements’ in improving the performance of the public sector through training, will contribute to enhancing the overall economic governance in São Tomé and Principe.
